Lobby Group Will Urge Congress to Fund Export of Tainted Horse Meat

CHICAGO, (EWA) – The National Conference of State Legislators (NCSL) has passed a resolution calling for the reinstatement of USDA inspectors for horse meat.

The NCSL is a non-governmental lobbyist organization which serves the nation's 50 states legislators to advocate and lobby for the interests of states before Congress and federal agencies. The resolutions NCSL passes are not binding and merely allow them to lobby on behalf of the states.

Representative Sue Wallis (WY) who is vice chair of the NCSL's Agriculture and Energy Committee, went on record asking that she be allowed to slaughter horses to feed Wyoming children, the poor and prison inmates without having the meat federally inspected for consumer safety. The Wyoming livestock board responded quickly by stating in no uncertain terms that “horse slaughter is not an option.”

The Equine Welfare Alliance (EWA) strongly opposes the misuse of tax payer dollars to fund inspections for an industry that is not needed or wanted by the overwhelming majority of Americans.

US horses are not raised as food animals and as such, receive numerous substances on a routine basis that are prohibited for use in food animals. Our country does not track horses and has no mechanism to remove horses from the food chain that have received prohibited substances.

Horse owners were vehemently opposed last year at an attempt to implement NAIS, a national tracking system. Considering that less than two percent of the horse population ends up on slaughter trucks and represents only three cents on every $100 earned by the horse industry, the cost of implementing a national tracking system to accommodate an insignificant percentage of horses makes absolutely no fiscal sense.

In the NCSL release, as with most pro horse slaughter communications, there is no mention of the known drug issue in American horses. “It is a travesty that legislators would even consider reinstating inspections knowing that there is no way to guarantee consumer food safety” said EWA’s Valerie James-Patton. 

A recent survey of horse owners by the publication, The Horse, revealed that 96% of horse owners give their horses at least one of the banned substances on a regular basis. A peer reviewed scientific study by Drs. Marini, Dodman and Blondeau that was published in the scientific journal, Food and Chemical Toxicology, revealed 100% of the slaughtered Thoroughbreds traced in the study had received the carcinogen phenylbutazone. It should be noted that these tainted horses were shipped to the European Union for human consumption while the USDA was supposedly inspecting the horse meat. Another study in CA of Thoroughbreds revealed a 99% usage.

“Instead of wasting valuable legislator’s time on this nonsense,” commented EWA’s Vicki Tobin, “a better use of time and donations by these pro horse slaughter groups would be to address why excess horses continue to be produced every year and start working on solutions. Continuing to slaughter the victims of irresponsible breeders and owners, is only going to perpetuate the problem, not correct it.”

How do you make 2000 horses disappear? Let BLM manage them.

CHICAGO, (EWA) – As controversy swirls over the aggressive removal of horses from the range by the Bureau of Land Management (BLM), a more fundamental question has arisen over what is happening to the horses it already has in holding. Over the past several years, equine advocates have been scrutinizing the BLM’s horse population counts. Once again, the numbers don’t add up to their claims.

The BLM doesn’t make it easy to track horses being removed from the range or residing in short and long term holding. The taxpayers who pay for the removals and the subsequent care are not allowed to view the horses under the well worn excuse that they are being held on “private property”. Consequently, there are no checks and balances to verify information being reported. 

It also raises a salient question. With 262 million mostly vacant acres under its control, why on earth is a federal agency such as the BLM wasting taxpayer’s money to lease private property?

Increasingly, the BLM is using the “private property” wild card whenever they don’t want the public to see what they are doing – whether it’s the actual removals or subsequent holding. A recent article by George Knapp, They execute horses, don’t they?, spoke to this devious maneuver.

Somewhere on “private property” there are 2,282 horses missing from the BLM’s wild horse holding facilities or the numbers the BLM is reporting are not accurate.

As of July 9, 2010, BLM has removed 5,334 horses from public lands and yet, an increase of only 625 horses is reflected on their most recent population facility chart for fiscal-year (FY) 2010.

A first grade child could do the math by taking the number of horses reported on holding facility charts, adding the number of horses rounded-up and subtracting the number reported as adopted and sold and quickly discover the totals are not accurate.

-5,334 horses removed through July 9 (prior to the Tuscarora round-up)

-2,427 adopted, sold & deaths during removals (Although the BLM reported only 2 deaths, we have added a total 170 deaths to compensate for the deaths known to have occurred during the Calico removals)

The BLM numbers don't even reflect the 300 - 500 adopted horses BLM claims are returned by adopters each year, or the number of foals born in captivity. According to the 2008 GAO BLM report, 303 foals were born in long term holding during FY 2007. In either case, adding those numbers to the counts only increases the number of missing horses.

After allowing for the deaths, the BLM should still have 36,073 horses in holding facilities but they are reporting only 33,791 on the June 2010 holding facility chart. “Where are the 2,282 horses that are missing from BLM’s accounting of the horses in holding facilities?” asked EWA vice president, Valerie James-Patton.

The GAO report states that BLM is not required to report the number of deaths in long term holding facilities, but if 2,282 horses have died there in just a nine month period, there's a much larger problem taking place in BLM's wild horse facilities than just what paper work reveals, certainly much more than what BLM is willing to tell.

“How can we have any confidence in BLM’s estimates of the wild horse population when they can’t even count the number of horses in their pens?” asked EWA’s president, John Holland.

Doubt Cast On Pilot Valley “Estray” Horses Rounded-Up By BLM

CHICAGO, (EWA) – On June 23, 2010, the Bureau of Land Management (BLM) Elko District office buried on its website a notice that  approximately 175 “abandoned, domestic, estray” horses located within Pilot Valley, NV, were scheduled for impoundment beginning June 25. The round up was expected to take 3 - 4 days with corrals set up on nearby private land owned by Simplot Land and Livestock until the horses could be transported and placed under the jurisdiction of the State of Nevada.

According to Nevada laws, an estray is a horse that is found running loose on public lands but shows signs of domestication and the owner is unknown. A horse is considered “feral” under Nevada law if the animal was domesticated or is the offspring of domesticated horses and has become wild with no physical signs of domestication. The state of Nevada owns estray and feral horses. Wild horses and free-roaming Mustangs are protected by the BLM under the 1971 Wild Free Roaming Horses and Burros Act.   

Nevada authorities plan to sell the horses rounded up by the BLM at auction on July 10. The horses will be available to all buyers and are therefore at risk of ending up at slaughterhouses in Mexico or Canada.

But serious questions are being raised as to whether these horses are, in fact, estray or feral. After investigating the history and location of the Pilot Valley area, wild horse advocates found Pilot Valley sits at the edge of a known wild horse territory called the Toano Wild Horse Herd Area. BLM wanted to make this area "horse free" in 1993, but according to BLM's Program statistics, approximately 168 wild horses were reported as still residing in the Toano range as of last year.

The proximity and near identical number of horses has lead mustang advocates to speculate that the horses the BLM rounded up as estray might actually be wild horses from the Toano range that are entitled to roam free under federal protection. How, they ask, does BLM know these horses are estray or feral and not wild horses?

Suspicions are further fueled by the unusual suddenness of the roundup, just 48 hours after notice of the removal was posted.  "These horses will go from free roaming to sold in fifteen days or less with tight security at the facilities where they are now being held," said Valerie James Patton, Vice President of Equine Welfare Alliance (EWA). 

"Even BLM's own news release stated those horses had been there a long time, long enough to grow in size", Patton added.  "So now the question becomes, how long is a long time?  Since 1993 when BLM filed papers to zero out the Toano Herd Area?"

“Given the long history of abuse and impropriety that has characterized the Wild Horse & Burro Program, I have to ask,” said EWA’s Vicki Tobin, “Did BLM openly remove federally protected wild horses from the range to sell them for slaughter because they have no fear of being held accountable? It would be illegal for BLM to round up wild horses declaring them estray and turn them over to the State. The BLM is prohibited from sending wild horses to slaughter, whether directly or indirectly.”

While questions have begun surfacing as to the true status of the Pilot Valley horses, Laura Allen of Animal Law Coalition and EWA points out, " Before selling estray horses, the state is supposed to use reasonable diligence to try to find the owner including placing a notice about the estray with a full description in the local paper. BLM's news release states these are domestic estray horses abandoned by local residents. So why isn’t an effort being made to find the local owners and hold them responsible to care for these horses instead of rushing these horses off for instant sale?"

"Another concern is, there are very specific definitions as to how to determine estray and feral livestock from federally protected wild horses and so far, the only thing we've seen is a take-our-word-for-it position from officials", she said.

“The Department of Interior has an almost unblemished reputation as a consistent source of scandal, mismanagement and corruption,” explained EWA president John Holland, “starting with Teapot Dome in the Harding Administration through to the current disaster in the Gulf. So when things look this suspicious, questions are bound to arise.”

In fairness to the BLM, EWA contacted them on July 1, to ask how they determined the horses were estray and is still awaiting a response.

EWA calls for a federal investigation to find out how BLM determined these horses are not the federally protected wild horses from the Toano range, which should include genetic testing and an accounting of the Toano wild horses.

Second Slaughter Mouthpiece Installed to Head “Unwanted” Horse Coalition

CHICAGO, (EWA) – The recent appointment of Dr. Douglas Corey to the top spot of the Washington lobby group, The Unwanted Horse Coalition (UHC), has made their loudly proclaimed stance of being neutral on the contentious issue of horse slaughter difficult to swallow.

Corey follows Dr. Tom Lenz, former head of American Association of Equine Practitioners, (AAEP). Both Lenz and Corey pull no punches on their enthusiastic support of horse slaughter. The two veterinarians with close ties to animal agriculture refer to horse slaughter as an end-of-life option that is needed. Regrettably, with the UHC parent group, The American Horse Council, this front for unscrupulous breeders and the meat industry, often has the ear of Congress and is considered a respected and respectable humanitarian organization.

The daring hypocrisy of both organizations is stunning and Corey’s own words prove it. Few equine rescue organizations are members of the UHC, shunning the prohibitive cost of membership to join. Rescue groups, dependent upon donations, would prefer to spend their funds on feed and hay.

The Unwanted Horse Coalition is controlled by breed associations who happily send their culls to slaughter, the horse racing industry which happily disposes of tens of thousands of healthy races horses after their career is over and the livestock industry whose sole purpose is selling meat on the hoof.

During his testimony in 2008 before the Judiciary Subcommittee on Crime, Terrorism and Homeland Security for the Prevention of Equine Cruelty Act of 2008, Cory said, “Because of the large population of unwanted horses in the U.S., the AAEP believes that the processing of unwanted horses is currently a necessary end-of-life option and provides a humane alternative to allowing a horse to continue a life of discomfort and pain or endure inadequate care or abandonment.”

To the AHC and UHC the word, “processing” is a benign mask for the horror of a horse’s final hours in a slaughter house.

Corey further insulted prospective horse owners by stating “many of the individuals that adopt horses are not financially secure enough to adopt and provide proper care and feeding for a horse.” Corey didn’t offer an explanation as to why owners and breeders that are financially secure choose to send their horses to slaughter rather than provide proper care.

Both Corey and Lenz are well aware of the labeling on horse medications; “not intended for use in food animals.” They are also well aware that animals given those medications cannot be slaughtered for human consumption and yet, they continue to support horse slaughter.

The European Union recently placed tight controls on the import of American horses because of the wholesale use of dangerous drugs in their everyday lives.

During his testimony on behalf of AAEP, Corey blithely claimed the closure of the US horse slaughter plants resulted in “increased equine cruelty in the form of abuse, neglect, and abandonment.”

That is a ludicrous statement. If there are increases in abuse, neglect and abandonment, it is has nothing to do with the closure of the plants. Closing the plants did not stop or slow down the number of horses slaughtered. In fact, 2008, the year Corey testified, had the second highest number of horses slaughtered since 1995.

The same number of horses laden with FDA and European Union banned drugs are flowing across our borders to slaughter plants in Canada and Mexico. All the while, Corey and Lenz still blame the closure of the plants instead of those that are causing the overpopulation of horses.

Actions speak louder than words and consistently appointing outspoken slaughter proponents to head a “neutral” organization speaks volumes.

European Union (EU) and Canada poised to accomplish what the US Congress should have done

CHICAGO, (EWA) – Since the 107th Congress (2001), equine welfare advocates across the country have been trying to get elected officials to pass legislation to ban the slaughter of American horses. Polls have consistently shown that the legislation has the support of 70% of Americans, but without fail the bills have been stalled, blocked with secret holds, and left off the legislative calendars. Now it appears the European Union (EU) and Canada may stop horse slaughter before Congress.

Strict new traceability requirements will go into effect July 31st, for all horses slaughtered for consumption in the EU. Additionally, the EU is poised to require Country of Origin labeling of all meat. And finally, the EU has begun investigating inhumane slaughter practices in Mexico.

Despite President Obama’s promise to not allow lobbyists to run the country and his support of a horse slaughter ban when he was in the Senate, the agricultural special interests have continually been allowed to prevent the legislation from moving forward. Public records reveal donations from special interest groups to the legislators blocking the bills.

“When it comes to stopping the slaughter of horses, clearly money talks”, commented Equine Welfare Alliance’s (EWA) John Holland.

Legislation (C-544) was recently introduced in the Canadian Parliament to ban horse slaughter for human consumption, threatening to accomplish what our Congress should have done years ago. It is an embarrassment the EU has to enforce drug policies because our Congress won’t stop the flow of untraceable horses that put the health of European consumers of horse meat at risk.

Moreover, it is a further embarrassment that that despite an unending stream of gruesome undercover videos our Congress continues to allow American Horses to be brutalized. The abuse and cruelty inherent with horse slaughter is well known to our Congressional members. The horrific findings of the recent investigations into Canadian and Mexican plants did not reveal anything that wasn’t prevalent in US plants before their closure in 2007. A US government GAO report in 2004 revealed improper stunning of equines that resulted in horses being butchered alive. A follow-up to the report noted no improvement and a 900 page USDA FOIA report documented horrible transport injuries and yet, the brutal practice was allowed to continue.

Radical WY state Representative Sue Wallis was quoted in The Horse, an equine health publication, as saying the US should be setting the standard for horse slaughter plants. The US already set the standard and it is being practiced in Canada, Mexico and at the US auctions, feedlots and during transport. The US plants also set the standard for the devastating environmental impact on wastewater in the communities where they were located.

Last year, Dr. Tom Lenz, apologist for the slaughter industry and former president of the Unwanted Horse Coalition, visited a Mexican plant and gave it the thumbs up. Less than one year later, they are under investigation by the European Union and depending on the results, could be shut down.

“When a parent suspects a day care center is mistreating children, they don’t schedule a visit to observe” said EWA’s Vicki Tobin. During a recent interview on Alberta Primetime in Canada, humane slaughter expert Dr. Temple Grandin said “I’m sick and tired of going into a place and everything is fine when I’m in there and then it goes bad when the back is turned.”

In Canada, the recent investigations revealed that inspectors were not present on the kill floor for three years and were in fear of the workers. The decades of investigations have proven tenfold that horse slaughter is not and never will be humane.

The overwhelming food safety issue alone is cause to stop the export of horses to slaughter. The US has no mechanism to remove horses from the food chain that are not safe for human consumption.

A peer reviewed scientific study, Association of phenylbutazone usage with horses bought for slaughter: A public health risk that  traced race horses sent to slaughter for human consumption was published in March in the journal Food and Chemical Toxicology. One hundred percent of the horses had received phenylbutazone (PBZ), a dangerous carcinogen.

Subsequently, a study was done in California of Thoroughbreds with 99% receiving PBZ. The Horse did a survey of horse owners that resulted in 96% of owners that had given their horses PBZ. PBZ is only one of the dozens of horse medications that are banned in food producing animals.

When Congress and President Bush removed funding for horse slaughter inspections in 2006, it was a clear message that American horses are not food animals. Animals destined for the food chain are raised as such from birth. They do not suddenly become food after years of racing, working, providing service or performing. It is time Congress is held accountable for knowingly allowing unsafe food to enter European markets and subjecting our equines to the most brutal death imaginable.

It is time for Congress to step up and take the lead by passing the 2009 Equine Protection Act before them that will finally shut the US door on this despicable industry once and for all. If Congress does not live up to its responsibility, it is a message to the world about how we regard the health and safety of our trading partners.

The Need for a Moratorium Clear after Wild Horse and Burro Meeting in Denver

CHICAGO, (EWA) – Wild horse advocates attending the much anticipated Bureau of Land Management (BLM) workshop on June 15 and 16 found the meeting a marked improvement from their past experiences with BLM, but still far from comforting.

The meeting was announced by BLM director Bob Abbey who promised a new direction in the management of America’s wild horses. But distrust between the advocates, ranchers and the BLM run deep and have grown deeper as BLM has ramped up the removal of mustangs from the range under Obama’s Department of Interior (DOI) director Ken Salazar.

Earlier attempts to launch Salazar’s plan to neuter the wild herds and move them to “refuges” in mid-western states had been met with derision and anger among advocates who dubbed the concept the “Salazoo Plan”.

Now, with Salazar facing ever growing criticism for his abject failure to bring about promised reforms in his Minerals Management Service (MMS) and for the unprecedented disaster in the Gulf, BLM appears to be taking a more conciliatory stance toward the issue. But BLM’s claims about the wild horse population have proven no more trustworthy than the MMS and BP claims about the volume of the spill.

Arising from the meetings was the consensus among advocates that until current range assessments and an independent population count are performed, round-ups should cease. They argue that six months or one year will not create a crisis and will give the BLM time to move forward with accurate scientific data.

The cattle rancher contingent attending sang a repetitious song of removing the wild horses. Privately owned livestock on public land already number in the millions yet stockmen continue to ask for the removal of the few thousand remaining horses. Their comments consisted largely of the mantra that wild horses were overpopulated and that advocates were being emotional.

Advocates countered that the leasing fees of only $1.35 per cow and calf that ranchers pay are inadequate to even perform environmental assessments of the land they lease. Subsidies for the privately owned livestock on public lands cost taxpayers hundreds of millions of dollars per year and the proposed “refuges” would cost the taxpayers even more money.

On the positive side, Abbey had set ground rules for the planning that stated sending the horses to slaughter “was not on the table”. True to his word, when pro-slaughter radical extremist Wyoming Rep. Sue Wallis rose to propose they be slaughtered, she was promptly squelched.

Equine advocates came prepared with suggestions, comments and recommendations backed up by facts, figures and data. Cloud Foundation CEO, Ginger Kathrens, reached out for common ground to build upon. She suggested additional breakout sessions before any plans were developed.

Advocates were also encouraged when the Board indicated two open positions would be filled with individuals for animal welfare and a public representative with equine knowledge. In the past “welfare” advisors have often been handpicked to represent BLM’s views, so judgment will be reserved until the individuals are named.

The meeting came in the wake of the disastrous round-up of Nevada’s Calico mustangs which resulted in deaths of over 140 of the horses and foals. Foals had their hooves run-off and the exhausted mares aborted foals from being stampeded over frozen rocky ground by roaring helicopters.

Disjointedly, the board’s Larry Johnson was clearly out of touch with current conditions. Johnson continually referred to outdated Animal Management Levels (AML) and other erroneous information.

On Monday, Johnson commented that the issues at Calico were the fault of the lawsuit litigants and advocates for delaying the round-up into late January, when in fact, the round-up started on December 28. During the public comments, one advocate suggested that Johnson resign and the room exploded in applause.

There remains a significant split on the mechanism and scope of the Salazar plan. As presented by BLM, the herds will not be productive and will die out in zoo-like settings. Advocates suggested using public lands where herds had been zeroed out so the family and social structure of the herds could be maintained. Naturalist Craig Downer presented a plan in which BLM would be restricted to minimal contact with certain herds that were to be left alone in the wild without human contact.

Although there appeared to be some collaboration between the two sides, the clock is ticking against America’s wild horses. Moreover, BLM birth control policy is leaving many of the herds genetically bankrupt. A plan that preserves the herds at manageable levels must be developed and implemented before the last of our wild horses and burros are rounded-up and become a closed chapter in our American heritage.

2010 Not a Good Year for Horse Slaughter Proponents

CHICAGO, (EWA) – Equine Welfare Alliance and Animal Law Coalition applaud the grass roots efforts in 2010 that have resulted in a series of political defeats for those who want to bring horse slaughter back to the United States.

Of course, commercial horse slaughter for human consumption remains illegal in the U.S. and no state law can change that. Nonetheless, proponents of the cruel practice have tried to use state legislatures to try to convince Americans to bring horse slaughter back to the U.S.

In Missouri, for example, a bill, H.B. 1747, introduced by state Rep. James Viebrock, purported to allow the state to register and license and even provide inspections for horse slaughter facilities. There was even talk of building a horse slaughter plant in a small town in the state. 

The bill raised a howl of opposition from horse advocates across the state and country, leading some of its sponsors to become irate to the point of returning opponents’ emails unread or forwarding them en masse to one opponent. Some legislators even left harassing, intimidating messages on an opponent’s voice mail. 

Although state Sen. Dan Clemons announced publicly that Viebrock’s bill would progress no further, its provisions were quietly buried in another, unrelated bill, SB 795. A firestorm of public anger erupted when this underhanded tactic was discovered, and the provisions were removed.

EWA’s John Holland and former Kaufman, Texas Mayor Paula Bacon testified against HB 4812 in Tennessee, a pro-horse slaughter bill. Mayor Bacon described the economic and environmental devastation a horse slaughter facility caused to her town. Holland told legislators about the declining demand for horsemeat and stepped up enforcement of EU regulations and new restrictions that will likely mean fewer and fewer American horses will be eligible for slaughter. Add to that the dangers of American horsemeat from the toxic drugs given to horses here as established in a recent study published in the peer reviewed journal, Food and Chemical Toxicology, Association of phenylbutazone usage with horses bought for slaughter: A public health risk, and, said Holland, “it would make no sense and, in fact, would be irresponsible for legislators to promote horse slaughter with this bill”.  The bill was then sent for “summer study”, essentially withdrawing it for the session.

Also this year, an investigation revealing the cruelty of horse slaughter horrified European consumers and caused the second largest grocer in Belgium and Holland to remove American horse meat from its shelves and a major distributor to assure customers it will only sell European horse meat.

The Carry the Kettle first nation tribe in Canada declined an offer of economic assistance to reopen the Natural Valley Farms slaughter plant in Saskatchewan. The plant had been closed by the Canadian Food Inspection Agency after it was discovered dumping blood into the local river and leaving waste in shallow pits. 

In Illinois, a bill aimed at repealing the state’s 2007 ban on slaughter was withdrawn by its sponsor when it failed to muster support.

Florida’s legislature unanimously passed legislation toughening laws against those who butcher horses, or sell or purchase horse meat. The legislation was signed into law Friday by Governor Crist. 

The people of Hardin, Montana said no to a proposed horse slaughter plant in their city and even amended city ordinances to prohibit the slaughter of more than ten animals in a seven day period.  

Even Jim Schwartz, director of the Wyoming Livestock Board was puzzled by a law sponsored by state Rep. Sue Wallis, that made “send to slaughter” an option for horses in the custody of the Board.  “Send to slaughter is not an option in my opinion,” said Schwartz. We agree.

Hardin Montana Says No Thanks to Horse Slaughter Plant

CHICAGO, (EWA) – Montana Representative Ed Butcher’s plan of building a horse slaughter plant in Hardin, MT has ended.

The city of Hardin unanimously passed Ordinance No. 2010-01 that amends the current zoning ordinance to prohibit the slaughter of more than 25 animals in a seven day period. The action effectively bars the building of a slaughter plant in Hardin.

Mayor Kimberly A. Hammond provided the following statement to Equine Welfare Alliance (EWA).

I have no deluded thoughts or feelings about the need for proper disposal or care of unwanted horses.

As Mayor of a small city, it is my responsibility to make information available to our public, especially when it concerns public safety, health, and how their tax dollars are being spent.

The way our City Industrial Park is set up, a business is required to hook up to City Water and Sewer. A horse slaughter facility running at 200-400 kills a week would have brought our waste water treatment plant to a screaming halt.

Our City would have been forced to construct a new waste water treatment plant that would capacitate the slaughter facility, at the cost of our tax payers. The City most likely would not have been able to get aid with funding a 6-8 million dollar treatment plant.

I, as Mayor had our City Attorney draft an ordinance that prohibited slaughter houses within the city limits. Upon 1st reading, our city council did not like the verbiage that there would be NO slaughter facilities. They thought it was unfair to the small mom and pop operations that could be looking for a commercial plot. So we changed the language to only prohibit facilities that would kill more than twenty-five animals in a 7 day period.

Our decision was based purely on the adverse impact that a facility of this size and nature would have had on our City Waste Water Treatment Plant.

Mayor Hammond’s concerns were well placed. Horse slaughter plants are notorious for their waste problems. Horses have almost twice as much blood per pound of body weight as cattle and it has proven very difficult to treat. In the three years Cavel International operated in DeKalb, Illinois, their discharge was in violation every month. The operation moved to Saskatchewan, Canada where it was caught discharging blood into the local river from a tanker truck. That operation was shut down last year because of health violations.

EWA applauds the city of Hardin, Montana for this proactive legislation to preserve the environment of their beautiful city.

European horse meat imports crumbling under continuing revelations

CHICAGO, (EWA) – After years of operating in the shadows, EU horse meat importers have recently been caught in the glare of a seemingly endless series of investigative stories. The most recent blow came with the release of a report issued by GAIA, a respected Belgium animal welfare organization in partnership with Animals’ Angels USA.

Aired by three major news stations, the report began with a question; “Do they [consumers] really know where it comes from?” The industry has long marketed both North American and South American horse meat as a “healthy alternative” to beef and pork. The ads and websites claim the horses were raised on pristine pastures and lived stress free lives.

The GAIA report revealed the real origin of the horses and the treatment they receive. The undercover footage followed horses from farm to slaughter plant, documenting their torment at every stage. At one point a horse jammed into an overcrowded trailer has its leg caught in the tailgate as the truck pulls away.

Sonja Meadows, Executive Director of Animals’ Angels commented, "As soon as we realized that European Commissioners and consumers themselves are unaware of the extreme suffering of horses in the slaughter pipeline, Animals' Angels shifted gears to focus on where the meat really comes from.

The claims these importers make are terribly, really horribly incorrect. Importers are misleading the public. More accurately, consumers are being lied to."

The report follows a 900 page photographic report gleaned from the United States Department of Agriculture (USDA) in 2008 showing hundreds of violations of humane handling regulations at Texas plants, an undercover video from a Mexican slaughter plant, and hidden camera reports from three separate Canadian slaughter plants released by the Canadian Horse Defence Coalition (CHDC), two of which were released just weeks ago.

Sinikka Crosland of the CHDC observed “Horses were beaten, electric-prodded and subjected to high levels of noise and anxiety-provoking stimuli. Mis-stuns with a .22 rifle occur frequently, with some horses hoisted while still fully conscious. It is now abundantly clear that horse slaughter in assembly-line situations cannot be humanely conducted."

As if the abuse revelations were not enough, the new report follows on the heels of a published study in the journal Food and Chemical Toxicology which back-traced 18 slaughtered race horses and found 100% had been given the banned carcinogen phenylbutazone.

With growing concern over the food safety issue EU authorities have announced that they intend to soon require traceability on horse meat coming from third countries.

As major news sources across Europe began airing the latest report, supermarkets responded with promises to investigate. Delhaize, the second largest retailer in Belgium has asked their supplier to remove the meat from their shelves. Two other major grocers have told consumers they do not import horse meat from outside Europe. The impact is expected to further damage a crumbling market.

The industry’s woes began with the closing of the three US slaughter plants in 2007, but the plants shifted their operations to Canada and Mexico, and 2008 saw 134,159 US horses exported to slaughter, the second highest total in ten years. However, the effects of the economy and continual revelations about the nature of the industry have since caused US slaughter exports to drop by 20% in 2009, and year to date by yet another 12%.

For years, equine welfare advocates have warned of the drug issue and the revolting cruelty of horse slaughter. Perhaps now that the massive disinformation campaign being waged by slaughter proponents has been exposed to the consumers, Congress will wake up and stop the flow of US horses. “The lies and manipulation of the facts by slaughter proponents has come home to roost,” said EWA’s Vicki Tobin, “It is time they step up and start addressing the excess horses they continue to produce every year instead of sweeping it under the carpet by slaughtering the victims.”

Leading Horse Slaughter Proponent Calls Undercover Video a Fabrication

CHICAGO, (EWA) – The Canadian Horse Defence Coalition (CHDC) recently released hidden camera footage from an investigation that took place at the two largest horse slaughter plants in Canada, Bouvry Exports and Viande Richelieu.

So horrific are the conditions depicted at both plants that they have prompted Bill desBarres, Chairman of the Horse Welfare Alliance of Canada (HWAC) and a long time proponent of horse slaughter, to declare he believes the footage was fabricated by groups opposed to “any animal agriculture”.

Bill desBarres and his organization have repeatedly praised the CFIA (Canadian Food Inspection Agency) and its inspectors for their diligence in assuring that horses are treated humanely at the slaughter plants and his organization lists the CFIA as a “resource partner” on their web site. The Horse Welfare Alliance appears to be nothing more than a front for the horse slaughter industry.

CHDC's Eastern Region Director, Shelley Grainger said of the footage, “The evidence provided compelling proof that puts into question the effectiveness of the assembly-line slaughter of horses. The evidence demonstrates that both the facilities in Alberta and Quebec fail to meet humane slaughter standards.”

The footage is incontrovertible. In a court of law it would stand the test of cross examination as evidence.

Now, faced with such absolute evidence of the true nature of the slaughter process, desBarres has elected to use the Nixon Gambit and make the outrageous suggestion that the video is somehow fabricated. “One has to wonder,” says EWA’s John Holland, “does desBarres believe the CHDC tortured horses in staged mock-ups of the plants or does he think they hired Steven Spielberg to produce a digital fantasy?”

“The evidence obtained on the footage at both facilities was random – these instances we see of horses suffering terribly happened on those random days, and we can be certain they happen every day. As there are only two government-approved methods of stunning horses in Canada - captive bolt gun and rifle - and both methods have been shown to cause prolonged suffering in horses, it is evident that these animals cannot be slaughtered humanely in today's slaughterhouse assembly lines" says Grainger.

Grainger’s conclusion is supported by similar under cover footage from a Mexican slaughter plant and appalling photos of horses at a US plant released by the USDA (US Department of Agriculture) under a response to a citizen request through the U.S. Freedom of Information Act.

The revelations are even more problematic for the CFIA who has yet to respond publicly to findings of a study published recently in the journal Food and Chemical Toxicology showing that horses given the banned carcinogen Phenylbutazone had routinely slipped through the inspection process and been slaughtered for human consumption.

The CFIA has been more circumspect than the HWAC, indicating only that such actions are unacceptable and that they will investigate the abuse issue.

Shelly Grainger commented, "As of July 31st, all slaughter bound horses in Canada must have an Equine Identification Document (EID) verifying they have not received Phenylbutazone, Clenbuterol, or various other drugs and steroids. As well, there is an extensive list of medications that require a 6-month withdrawal period."

The dual controversy comes as bills have been introduced into several state legislatures in support of horse slaughter. “They are just ignoring reality,” says EWA’s Vicki Tobin, “They can’t keep ignoring the drug concerns, the horrific conditions at the slaughter plants and the cruelty inherent with the entire slaughter pipeline. The only states that want horse slaughter are those who have never experienced it.”

It is time to take back our horses from the predatory slaughter industry. EWA urges all horse owners to contact their legislators and insist that the federal horse protection legislation be passed immediately.

Contaminated Horse Meat a Health Risk, According to Study

CHICAGO, (EWA) – A peer reviewed scientific study tracing race horses sent to slaughter for human consumption has found that 100% of the horses in the study group had been administered phenylbutazone, a banned carcinogen that can also fatally damage the bone marrow of humans. The findings appear to validate the European Union’s recent tightening of traceability requirements on horse meat from third countries.

The paper, titled Association of phenylbutazone usage with horses bought for slaughter: A public health risk, appeared in the journal Food and Chemical Toxicology and calls into question the reliability of the USDA (US Department of Agriculture) and CFIA (Canadian Food Inspection Agency) testing programs which have consistently failed to detect the substance.

The manuscript, which was authored by Drs. Nicholas Dodman, Nicolas Blondeau and Ann M. Marini , followed eighteen Thoroughbred (TB) race horses that were identified by matching their registered name to their race track drug record over a five year period and were given phenylbutazone (PBZ, Bute) on race day and were subsequently sent to slaughter for human consumption.

The study also traced records on sixteen TB race horses that were given PBZ on race day and would have also entered the food chain had they not been rescued. The study was limited to race horses because of the availability of drug records, but phenylbutazone is one of the most common drugs used in the treatment of musculoskeletal injuries in horses.

Because of the bone marrow toxicity caused by PBZ in humans, the Food and Drug Administration (FDA) has set no safe levels of PBZ and bans its use food producing animals, including horses. While PBZ is but one of the numerous banned substances that are routinely given to US horses, it is one of the most dangerous.

Defenders of horse slaughter have long pointed to USDA testing records which consistently showed no positive results for PBZ. The new study shows that the USDA testing could not have been accurate. Indeed, the study uncovered a pilot test performed by the USDA in 2004 and 2005 that used a different testing technique and found 8.3% of the meat to be contaminated with PBZ. The pilot program had been subsequently discontinued.

The study estimates that sixty seven million pounds of horse meat derived from US horses were sent overseas for human consumption in 2008. If 8.3% of this meat contained phenylbutazone residues, it would translate to over 5 million pounds of contaminated meat.

Opponents of horse slaughter have long warned that US horses are not raised as food animals and mechanisms to ensure the removal of horses treated with banned substances from the food chain are inadequate at best.

Equine Welfare Alliance recently issued a discussion paper with their partners, Canadian Horse Defence Coalition on the serious drug issue concerning North American horses. The comprehensive paper covers concerns over the ability to meet compliance with European Commission regulations on food safety.

Shouts of Wild and Free, Let Them Be From Protestors of Obama Administration Policy

CHICAGO, (EWA) – March 25 will be remembered by equine advocates across the United States and the United Kingdom as the day the international cries for the wild horses and burros were raised loud and clear.

Rallies held in Washington, DC, London, England, Las Vegas, NV and Los Angeles, CA culminated with a report on CNN that exposed the propaganda being fed to the public by the Department of Interior (DOI) and the Bureau of Land Management (BLM). The video footage of the “starving” horses was released on a prime time report and left no doubt, the rationale given for the round-ups is pure fiction.

Mariana Tosca, Actor and Social Activist, was among the advocates attending the Los Angeles rally. Ms. Tosca delivered an impassioned speech that moved the crowd to tears. Ms. Tosca commented, "It is an honor to stand united with the citizens of our global community to bring attention to this urgent matter, which being left virtually unchecked is eroding the landscape of our national heritage."

The London rally took place outside the US Embassy. In attendance were Maria Daines, Singer/Songwriter and Melita Morgan, International Actress. Melita Morgan commented on the rally, “After working hard on our Mustang Mission, I hope we are very rewarded by all of our combined efforts, that have made such a difference. All these efforts long term will open eyes, tune ears and turn heads as to the plight of these very precious horses. Just being at Grosvener Square on that day, in front of The American Embassy in the grounds amongst the statues and words of great U.S Presidents of the past, gave me such food for thought. It brought to mind the words of Dwight David Eisenhower’s first Inaugural Address on January 20, 1953 – ‘The faith we hold belongs not to us alone, but to the free of all the world.’"

Maria Daines added, “There is danger in removing the beauty of living nature from its natural surroundings. For when the last horse is rounded-up, then shall we look back and regret that we could not live and let live, not even for the sake of the generations that will come after us, who will never know what it is we lost and how careless we were to lose it.”

Despite high winds, the Las Vegas rally was a huge success. Advocate Arlene Gawne commented that 500 petition cards were signed along with great coverage from KLAS-TV8. A smaller group of advocates continued the rally on Saturday at the opening of the Clark County Shooting Center and received honks of approval from event attendees. Senator Harry Reid commented that he supported Madeleine Pickens in her efforts for a western home for the captured horses and it was terrible how the horses were being penned.

The Washington DC protest moved from Lafayette Park to the steps of the DOI building. As the rally was winding down, the mounted police arrived. One can’t help but wonder if they were sent for crowd control or came to stand in silent protest with equine advocates. Proudly standing amongst the crowd were the living examples of why advocates are calling for an end to the slaughter of domestic and wild horses. Our horses are not food animals and deserve a humane end to their lives after racing, serving, performing, working or inspiring us as we provide for all non-food animals in our country.

The majestic horses under their mounts spoke volumes of the important role horses play in our society and throughout the history of mankind.

Outrage Over Wild Horse and Burro Removals Crosses the Pond

CHICAGO, (EWA) – The outrage over the round-up of America’s wild horses and burros has spread internationally. Groups in the United Kingdom will be holding a rally in front of the American Embassy in London on March 25. On the same day, Americans will be holding a rally across from the White House in Lafayette Park that will conclude in front of the Bureau of Land Management (BLM) offices.

The London Protest was organized by Jane Bravery, Mary Alice Pollard of Cornwall’s Voice for Animals (CVFA), Maria Daines, singer/songwriter and board member of Saving America’s Horses and international actress, Melita Morgan. The rally is cosponsored by the Equine Welfare Alliance (EWA) and The Cloud Foundation (TCF).

Maria Daines commented, “If we do not stand as one on issues that affect all species whose purpose is to live wild and free, we cannot expect our own species to evolve in a compassionate and considerate way towards each other. Wild horses deserve their time and place, they deserve our protection and we must exist peacefully with these glorious creatures or risk losing them forever.

Mary Alice Pollard adds, “Cornwalls Voice for Animals represents seven thousand supporters worldwide and stands united in ending wild horse round-ups and seeing the wild horses being born free and living wild and free.”

The Washington DC rally and press conference is hosted by Friends of Animals and is cosponsored by EWA, TCF, and In Defense of Animals. A screening of James Kleinert’s documentary, Disappointment Valley will be held the night prior to the protest. Celebrities, advocates and organization members from across the country are expected to attend the two day event.

There is a groundswell of support for the preservation of America’s Mustangs. The BLM would like the public to believe this is just a minor uprising but this is a major international movement.” ~Ginger Kathrens, volunteer executive director, TCF.

The recent deadly round-up at the Calico Complex in Nevada has added to the tremendous support for a moratorium on round-ups. To date, 113 wild horses have lost their lives as a result of the round-up. At least two foals literally had their hooves run off.

Say No to Federal Funding for Wild Horse Salazoos! 

CHICAGO, (EWA) – The funding testimony for the planned sanctuaries dubbed by wild horse supporters as “Salazoos” outlined last October by Interior Secretary Ken Salazar, will be heard by the Senate Appropriations Committee on Energy and Natural resources on March 3, at 10am.

The outcome of the testimony will decide if our wild horses belong on their western public lands or in “zoos” in the East and Midwest and whether the BLM will commit millions upon millions of future dollars to warehouse wild horses and burros that would otherwise live without cost to the taxpayers in their natural habitat where they have lived for centuries.

The requested funding would increase the Bureau of Land Management (BLM) budget by $42M to purchase one of the seven planned “Salazoos.” The Equine Welfare Alliance (EWA) and its over 100 member organizations, Animal Law Coalition, The Cloud Foundation and numerous Mustang advocate and welfare organizations are vehemently opposed to increased funding for the BLM for this incredible financial sinkhole.

America already has a management program in place for our wild equines. It’s called the 1971 Free Roaming Wild Horse and Burro Act. It was inspired by a heroic Nevada woman, Velma Johnston, who as “Wild Horse Annie” gave these horses a sanctuary BLM has been trying to destroy ever since it was passed.

A management program for wild horses and burros on public land has yet to be proposed by the BLM or DOI that is compatible with current law. Their answer is to remove wild horses from the land, permit grazing by millions of cattle at below market rates and move our horses to a zoo like setting far from their home. In fact, the BLM was given appropriations to care for the wild horses in holding pens but has appeared to use the funding to round-up more horses. When citizens complained, they were denied access as armed guards prevented them from even viewing horses in captivity.

With no viable management plan in place, it is a disgrace and waste of critical tax payer dollars to increase funding to yet another mismanaged program. The 1971 law calls for wild horses and burros to be managed on their public lands - not in holding pens and not in zoos.

The BLM spent approximately $2M gathering a mere 2,000 animals at its Calico wildlife management area, a cost of $1,000 per horse. Once in holding, the animals will each cost the government approximately $500 per year to warehouse. Worse, the government charges ranchers only about 20 cents of every dollar that program costs taxpayers. “The Salazoo plan is yet another raid on the public funds by special interests”, says EWA’s John Holland.

BLM has spent more than $2 million in 2009 on a firm that stampedes wild horses with a roaring helicopter. At the Calico Nevada round-up, more than 98 have died as a result, including unborn foals and two babies who lost their hooves after a multi-mile run of terror.

The wild horses and burros represent a mere .05% of animals grazing on public lands. When the 1971 law was passed, wild horses were present on 54 million acres. Since then, over 200,000 horses have been removed along with 22 million acres of public land. Many herds have been zeroed out leaving public land available to return wild horses to their land. Congress should replace the lost acres with good grazing land for the animals BLM wants to place in its Salazoos.

The livestock grazing on public lands alone outnumber the wild horses and burros by over 200 to 1 and are subsidized by taxpayers to the tune of hundreds of millions of dollars.

Neither the BLM nor DOI has yet to explain how millions of privately owned livestock are sustainable or how neither agency can find room on the 262 million acres of public land it manages for less than 50,000 wild horses and burros. Neither has explained why the wild horses and burros are being blamed and removed for range degradation when the government GAO studies reflect the livestock are ruining the ranges.

The EWA and ALC call on Congress to deny additional funding and specifically defund wild horse and burro round-ups until the DOI and BLM can provide independent current range population counts, current range assessments and a viable management plan that upholds the 1971 law.

Both Sen. Mary Landrieu and Sen. Barbara Boxer have posed serious questions to the BLM on its management practices. Those questions should be answered immediately with facts, not spin.

BLM Protests to Greet President Obama in Las Vegas and Carson City, NV

CHICAGO, (EWA) – Wild horse and burro advocates from across the country plan on greeting President Obama on February 18 in Las Vegas with a protest of the Bureau of Land Management’s (BLM) mismanagement of the Wild Horse and Burro program and total disregard of the 1971 law protecting the wild horses and burros on their public lands.

The highly criticized Calico Complex round-up in Nevada that concluded on February 5 resulted in the death of 48 wild horses and the loss of 30 unborn foals. The death toll continues to climb from injuries resulting from the round-up as well as health issues from diets, such as Alfalfa hay that wreaks havoc on wild horses unaccustomed to a rich diet after feeding a lifetime on desert grasses.

The Calico round-up is being called one of the most deadly round-ups in history. Video footage shows foals being chased by a Cattoor helicopter as they tried to keep up with their mothers fleeing during the stampede. Two baby horses literally later had their hooves fall off, dying a dreadfully painful death at BLM's hands. The horses were run over miles of rough terrain in the dead of winter.

According to the BLM, the round-ups are for the welfare of the horses. They claim the horses are starving but the photos and footage tell a different story. They claim the few thousand horses remaining free roaming are ruining the ranges but the GAO reports reflect the millions of privately owned livestock being subsidized by tax payers are the cause of the range degradation.

Although the wild horses and burros belong to the American public and the BLM speaks of transparency by the bureau, humane observers had very limited access at the round-up and are being kept away from the Fallon Facility where the horses are being held.

Equine Welfare Alliance Releases Study Refuting Horse Slaughter Hype

CHICAGO, (EWA) – The Chicago based Equine Welfare Alliance (EWA) released a study of horse slaughter trends analyzing data from 2006 through October, 2009. The study documents and analyzes monthly horse slaughter totals as reported by the US Department of Agriculture (USDA) and Canadian horse meat exports as reported by the Canadian Food Inspection Agency (CFIA).

The findings refute the “facts” horse slaughter proponents have been circulating on the impact on the horse industry since the plants closed by showing that the closings had no impact on slaughter totals.

Graphs in the study show exports quickly replaced domestic slaughter during 2007. In fact, 2008 was the second highest year for slaughter since 1995.  

The study shows that the export of slaughter horses remained relatively steady until the fall of 2008 when the banking collapse precipitated a worldwide economic decline. A few months later exports began to fall off markedly.

One of the interesting relationships found in the study was that lower horse prices after the economic downturn did not bring higher slaughter sales, but just the opposite. The export of slaughter horses to Mexico and Canada were down approximately 20% for 2009, corresponding to a similar decrease in horse meat exports from Canada to the EU and Japan.

The findings prove that the number of horses slaughtered is not related to the number of “unwanted horses”, but to the demand for horse meat.

The economy will continue to take a toll on the horse industry as with other businesses. “Breeders, like other producers, will simply have to cut back on production or suffer the consequences”, explains EWA’s John Holland, “The findings should serve as a warning to communities that are being coaxed by slaughter proponents to build horse slaughter plants in Montana and other states.”

With current capacity at the horse slaughter plants underutilized, it couldn’t be more evident that opening multi-million dollar plants is not going to solve the problem nor be good investment. Natural Valley Meats in Canada suffered a $42M loss before it closed.

The increased awareness of prohibited drugs commonly given to US horses has also precipitated changes for US slaughter horses. In July, enforcement of the European Union rules go into effect that will require the tracking of drugs given to slaughter horses, a requirement that is likely to further reduce the demand for US slaughter horses.

Slaughter proponents must face and address the cause of excess horses and realize they simply cannot slaughter their way out of the mess they have created.

New Canadian Regulations will Curtail Slaughter of North American Horses

CHICAGO, (EWA) – The Canadian Food Inspection Agency (CFIA) has issued the long awaited health requirements for all horses bound for slaughter in Canada. In 2009, 56% of the 93,812 horses slaughtered in Canada were U.S. exports.

The requirements posted on the CFIA website state, “Effective July 31, 2010, it will be mandatory for all CFIA inspected facilities in Canada engaged in the slaughter of equines for edible purposes to have complete records for all animals (domestic and imported) presented for slaughter.”

A January 21st article in the Western Producer indicated that the United States Department of Agriculture (USDA) was cooperating with the CFIA. When contacted on January 28th to determine how the USDA was cooperating, Dr. Cordes, National Equine Coordinator, stated that compliance was Canada’s responsibility.

The European Union (EU), FDA and CFIA regulations have prohibited the slaughter of animals for human consumption that have ever received prohibited substances, but until now, there has been no serious attempt at enforcement.

Of particular concern is the common and widely used prohibited drug Phenylbutazone, also called PZB or Bute. “PBZ is a known carcinogen and can cause aplastic anemia (bone marrow suppression) in humans”, states Equine Welfare Alliance’s (EWA) Food Safety Subject Matter Expert, Dr. Ann Marini, Ph.D./M.D. PBZ is used so prolifically in the racing industry that its administration before a race is noted on racing forms at many tracks.

Also listed is Clenbuterol, one of the most effective FDA approved drugs for treating COPD (Chronic Obstructive Pulmonary Disorder), a debilitating condition common in horses. Anabolic Steroids such as Winstrol, commonly used in racing and performance horses are also banned, as are drugs used by horse breeders to regulate estrus cycles.

Unlike the EU countries that electronically track veterinary records from birth, the US and Canada have no such system for horses, since they are not raised as food animals. Many slaughter bound horses have had multiple owners, and without a tracking system, it is impossible to guarantee that the horses have not been given prohibited substances. Also, most horse owners do not intend to send their horses to slaughter, as they unknowingly end up in the slaughter pipeline when sold to unscrupulous buyers or are taken to auctions where they are purchased by kill buyers.

The CFIA announcement states, “These new requirements are only the first step towards strengthening Canada's food safety and traceability system for equines.” The EU has indicated this was part of a three year plan to bring third countries into complete compliance with current EU standards. This would mean that horses presented for slaughter will eventually require documentation from birth, assuring they have never received banned substances.

During 2008, in response to the closure of the three US based slaughter plants the previous year, the export of US horses for slaughter in Canada and Mexico soared to over 77,073 and 56,731 respectively. However in 2009, as the world economy declined, exports dropped by 20%. “The only practical means to meet these requirements is quarantine”, explains EWA’s John Holland, “and we estimate that will double the cost of these horses, further reducing the demand.” The CHDC’s Sinikka Crosland added, “The welfare of the horses has not been considered, and horses in quarantine feedlots will be at huge risk of sickness and suffering”.

A Discussion Paper will be released by the EWA and CHDC in the coming days, detailing concerns with the newly announced regulations.

The EWA and CHDC have always warned that our equines are not safe for human consumption and implores Congress to step up to protect the health safety of foreign consumers by passing the legislation before it (HR 503 and S 727) that will stop the export of American horses.

CHDC and EWA urge all horse owners to end their horse’s life by humane euthanasia as we do for all non-food animals in America.

Boston Rallies on State House Steps for a Moratorium on BLM Mustang Round-ups

CHICAGO, (EWA), – Supporters of a request for a Presidential moratorium on Bureau of Land Management (BLM) round ups of wild horses on federal lands rallied at the base of Boston’s State House on Friday, January 8. The demonstration was one of a growing number of spontaneous rallies from coast to coast.

Spurred by the knowledge that America’s wild herds are in danger of virtual annihilation under the current BLM/Salazar plan, cold temperatures and light snow did nothing to discourage the demonstrators, and widespread support from drivers, tourists and city pedestrians helped brighten the winter’s day.

Horse welfare advocates and taxpayers alike from across the country continue to call for a review of BLM’s Wild Horse and Burro management program. Related concerns include the program’s specific and comprehensive effectiveness and efficiencies, conflicts with non-horse uses, compliance with recognized humane treatment standards and compliance with Congress’ statutes.

Taxpayers continue to call for BLM to address various outstanding concerns noted by the Government Accountability Office (GAO). Concerns include, but are not limited to, those that date to the GAO report of October 2008 (http://www.gao.gov/products/GAO-09-77). The GAO report found that the BLM had precipitated a budgetary crisis by gathering horses at a faster rate than their adoption program could place them. The cost of warehousing these horses was over 70% of the BLM’s budget.

Congress gave the BLM a onetime budget windfall from the stimulus fund this year, but instead of using it to ameliorate the cost of holding 37,000 horses; they are using it to gather another 14,000 guaranteeing an even larger budget crisis in coming years. Advocates were alarmed to discover BLM documents discussing euthanizing these horses or sending them to slaughter in Canada.

Advocates will continue to appeal to their legislators in Washington, DC and will support them in actively approaching the President for an immediate round-up moratorium and program review.

Slaughter Supporters Call for Boycott of Some of America’s Most Beloved Horsemen and Most Effective Horse Organizations

Willie Nelson, Carrie Underwood, Pat Parelli, Sheryl Crow, Vigo Mortenson, Barbie Twins, USEF, Humane Society, PETA Under Attack From Obscure Animal Agriculture Group

CHICAGO, (EWA), – Some of America’s most prominent horse lovers were verbally assaulted and accused of malfeasance today for exercising their right of free speech over the ongoing decimation of the wild horse herds and their opposition to horse slaughter. The unprecedented attack came in a release issued today by little known Wyoming State Representative, Sue Wallis of United Organizations of the Horse (UOH), and left many in the horse industry scratching their heads.  

The rambling diatribe called for a boycott of the respected United States Equestrian Federation, legendary horse trainer Pat Parelli, Willie Nelson and others for speaking up for the humane treatment of horses and protection of Mustangs. The release accused them of taking “dirty money” and selling out to the Humane Society of the United States (HSUS) and People for the Ethical Treatment of Animals (PETA), but offered no specifics or proof.

The attack comes on the heels of a week of growing press coverage of nationwide demonstrations against the Bureau of Land Management (BLM) and its removal of wild horse herds from the American West. In an earlier release, Wallis praised the BLM’s actions in removing the horses and she has suggested they be slaughtered and fed to the world’s hungry. Currently, horse meat sells for $30 per pound in Europe, making such a humanitarian offering unlikely.

Curiously, neither the USEF, PETA, nor the HSUS, has taken part in the recent demonstrations or law suits against the removal of mustangs in the Calico complex of Nevada. Notably missing from the list of organizations attacked in the release were those who actually did participate, including In Defense of Animals, The Cloud Foundation, the Equine Welfare Alliance and numerous other groups. Over 200 organizations, dignitaries and celebrities as well as over six thousand individuals have signed-on to a Unified Call for a moratorium on round-ups.

EWA’s John Holland explains, “I suspect this attack has more to do with hyping State Representative Wallis’ own campaign contributions than anything else. They love to use the PETA/HSUS boogieman to coax money out of their base. “Even so” continued Holland, “such an attack has the unmistakable aroma of desperation about it.”

Disguised as a plea to come to the aide of animal agriculture, the demand for a boycott attacks one of the farmer's and rancher’s most consistent humanitarians. Singer Willie Nelson has raised millions for farmers and stockmen facing foreclosure during hart times.

It also attacked Parelli, a former champion rodeo cowboy who went from riding bucking horses to pioneering a more gentle and cerebral form of horsemanship. Parelli clinics fill coliseums from coast to coast and abroad with horse lovers intent on learning to think like a horse,

The tax status of Wallis’ organization is under a cloud. Donations are funneled through a questionable tax deductible 501(c)(3) charitable group. Such groups are legally limited to the amount of its income (15-20%) that can be used for lobbying. To date, all UOH efforts appear to be related to lobbying for horse slaughter and against wild horse protection.

“If this is the way they are going to raise money” offered Holland, “I would suggest they squirrel away most of the proceeds in a legal contingency fund.”

NY Demonstration Spurred by Discovery of Continuing BLM Deceit

CHICAGO, (EWA), – The perfect storm of protests spurred by Bureau of Land Management’s clearing of horses from its Calico Mountain complex will continue into the first week of the new year.

Wild horse advocates have been outraged by a federal plan to remove most of the horses from the area driven in a snow blinded stampede from their natural habitat. A protest demonstration is planned for Thursday, January 7 from 11am to 1pm in front of the Capitol Building in Albany, NY. Additional information is available at www.equinewelfarealliance.org. Protests are also planned for Denver and Lexington next week, as well.

The EWA urges citizens concerned over the planned extinction of our wild horse heritage, to attend these demonstrations.

Despite a federal judge’s recommendation to cancel the Nevada Calico Complex round-up and the discovery of testimony showing the agency is knowingly distorting the impact of wild horses on the environment to justify their removal, the BLM is moving full steam ahead with the controversial round-up of 3,000 horses. As reported in Horseback Magazine, director Bob Abbey gave the go-ahead to proceed with the round-up. One horse and one foal have already died.

Concerns have also been raised by academic veterinarian Nena Winand of Cornell University regarding a condition known as metabolic syndrome when horses are removed from their native habitat and placed in more nutrient rich pastures. She said, “Once I addressed this with the BLM wranglers that auction horses here every year or two when I suggested that they mention this syndrome in their presentation to potential adopters so that they would be better prepared to manage their horse’s needs. They looked at me like I was an alien - they had no clue.”

On December 30th, the BLM invited members of the national press to view the round-up operations. Photos taken by a BLM contract photographer showed frightened horses in holding pens with sweat soaked coats generating clouds of vapor in the frigid air. The photos caused a storm of criticism from horse experts and were quickly removed.

The BLM spokesman exaggerated to the media saying said that 600 to 800 of the horses were to be returned to the wild when in fact, their official written plan calls for the return of only about 380 to their natural habitats. This statement comes on the heels of a statement attributed to BLM on National Public Radio that claimed the overall goal was to remove 25 percent of the horses during FY 2010, when the paper trail left behind by BLM’s Nevada managers indicates the agency intends to remove 45 percent, a whopping 20 percent discrepancy.

The demonstration was organized after learning of BLMs, Glenda Eckel’s May 13, 2009 testimony, which was ignored and buried by BLM. “Eckel’s testimony,” said EWAs Cindy MacDonaldreflects that despite the wild horse population being over BLMs “established levels” by 500%, monitoring objectives were being met.”

Ms. Eckel testified that she was surprised at the number of horses after a fly-over because the significantly larger population was not evident in their forage consumption.

The test for appropriate wild horse population levels is whether they achieve and maintain a thriving ecological balance on the public lands. The law does not require BLM to maintain specific numbers of animals but does require specific research and analysis for determining removals.

Based on Eckel’s testimony, there was no justification to reduce the wild horse population at Calico.

Concerned Americans continue to contact the White House and elected officials with no response. The Albany protest hopes to bring increased awareness to the growing outrage over the BLMs obvious plan to exterminate our wild horses and burros and the lack of response from our government.

The BLM Slaughter Conspiracy

“Pure propaganda” was Bureau of Land Management (BLM) spokesperson Tom Gorey’s reaction in a recent AP interview when asked about the growing accusations that his agency is in the process of virtually exterminating the very herds of wild horses and burros that it is supposed to protect.

However, Gorey’s denial of the BLM’s intentions rings false in the light of recently uncovered documents from the BLM itself and of its own published plans and estimates. It is not possible to interpret these in any way other than a plan to virtually eradicate the wild herds.

Two internal-use BLM reports were obtained earlier this year through the Freedom of Information Act; Alternative Management Options Plans from October 2008 and the Team Conference Calls Report from July - September 2008. In these documents, BLM members presented, analyzed and discussed several management plans aimed at reducing the population of the wild horses on the range as well as those in holding facilities.

Proposals for reducing the populations included adjusting herd sex ratios with some of the horses returned being gelded, and an increased use of the contraceptive PZP, the use of other unauthorized fertility drugs called Gonacon and SpayVac and even surgical sterilization of mares (a process that has resulted in 10% mortality).

Also found in the Team Conference Calls report were these notes submitted by Don Glenn:

"Sally had an e-mail from a person in Canada who wants 10,000 horses that he would slaughter the horses and send them to a third world country. Don is going to send the email. Jim said he has a demand for horses going to Denmark, but they are having a problem getting titled horses." 

Adding further to the plan for sending wild horses to foreign countries, the following recommendations were submitted to BLM from BLM's advisory board members at the June 15th, 2009, Advisory Board Meeting held in Sacramento, Ca: 

"that BLM advertise and market sale eligible animals (with the intent clause) in foreign countries with known good homes by offering "select sales" for sale eligible animals 11 years of age and over, and for younger animals that have been offered for adoption three times during a 90 day period and that BLM continue to explore opportunities to foster foreign aid by providing sale eligible animals (with the intent clause) to foreign countries for agricultural (nonfood) use."

The BLM's response to these recommendations was that it is considering these plans as part of a 5 year strategy plan.

Clearly, the BLM has already been corresponding with foreign countries to market the wild horses with the intent to send the horses to slaughter. The board recommendation that the sales include the “intent clause” was clearly a fig leaf. The BLM is well aware that it would be impossible to enforce the intent clause in foreign countries.

But if that were not an obvious enough fig leaf, then the reference to “countries with known good homes” is a laughable one. It comes as no surprise that the notes from Don Glenn, who is also a member of the advisory board, were not mentioned at the advisory board meeting.

While Tom Gorey may continue to claim that it's pure propaganda that the BLM is in the process of eliminating the wild horses, the notes regarding the slaughter of our wild horses in foreign countries, combined with the advisory board recommendation to sell the horses to foreign countries proves otherwise.

The BLM’s plan is now clear. They will first ignore the 1971 Wild Free Roaming Horse and Burro Act and gather virtually all the wild herds, working year-round until only a few small, sterile bands remain free. If delayed in one place, they will simply shift their schedule and gather at another as they did with Buckhorn when Calico was delayed.

The cost of feeding these captured horses, along with the 37,000 already in holding, will then precipitate an enormous financial crisis. This will leave the BLM with no option but to euthanize or ship to slaughter most of the horses in holding.

BLM Conducts Another “Under the Radar” Wild Horse Round-up

CHICAGO, (EWA), – Despite growing public outrage and the threat of more legal action, the Bureau of Land Management (BLM) is keeping to its announced time table of rounding up almost half (14,518) of America’s wild horses and burros in the current fiscal year.

Following the filing of a law suit to stop a scheduled gather of wild horses in the Calico complex of Nevada, the Bureau of Land Management (BLM) announced a delay of the operation thus avoiding an expected restraining order.

At the agency’s Wild Horse and Burro Advisory Board meeting on December 7, program chief Don Glenn assured attendees that his agency was “transparent” and that the public is welcome to attend the round-ups. Even as these assurances were being delivered, the BLM was secretly in the midst of a sneak attack on the herds of Buckhorn, California.

Unconfirmed at this time are reports of two other round-ups underway or completed at Coppersmith and Carter Reservoir. The latter is said to have also included eight Buckhorn wild horses.

The Buckhorn round-up, which was officially scheduled for August of 2010, was only brought to the public’s attention when the helicopter chasing the wild horses spotted six dead horses on the range.

The BLM had claimed that there were 596 horses at Buckhorn and that they were going to remove all but 60, but according to the AP only 217 wild horses were found and only 26 will be returned to the range. “This leaves yet another sterile, unviable herd.” said EWA’s Cindy McDonald, adding “This discrepancy casts further doubt on the accuracy of the BLM’s population estimates.”

“We keep hearing that the mustang population is growing rapidly but the BLM population numbers don’t add up. We continue to ask the BLM how 32,000 wild horses represent a population out of control but millions of privately owned livestock on BLM land are at appropriate levels,” added EWA’s Vicki Tobin.

According to a report by the Associated Press, the BLM stated that this latest removal of wild horses without public notice was due to an “internal communication failure”.

The 1971 Wild Horse and Burro Act is clear in its intent. The wild horses and burros are to be protected on the 54 million acres granted to them under the law. The BLM has already removed more than 20 million acres of the original land Congress allocated to Mustangs in 1971, and more than 270,000 wild horses and burros.

It has been more than three weeks since the unified call for a moratorium was delivered to the White House and the Department of Interior but the runaway BLM train continues barreling down the track. Each wild horse round-up is bringing the mustangs closer to extinction. The EWA urges every American to call the president and their elected officials to preserve the nation’s wild mustangs and ask that the law protecting our majestic heritage be upheld.

Influential New York Race Group Adopts Zero Tolerance Policy on Horse Slaughter

CHICAGO, (EWA), – The Equine Welfare Alliance (EWA), an organization representing more than 70 member organizations, strongly applauds the recent announcement from the New York Racing Association (NYRA) establishing a zero tolerance policy toward horse slaughter at its race tracks.

Chris Hayward, NYRA president and chief executive officer, stated, “We are fully committed to protecting our sport's equine athletes.” Hayward continued, “This policy sends the message that horse slaughter will not be tolerated and that those participating in this practice, either knowingly, or for lack of due diligence, will not be welcome at Aqueduct, Belmont Park, or Saratoga."

The three tracks represent a triple crown of respected venues serving the sport of kings.

The NYRA statement comes on the heels of the announcement from Old Friends Kentucky Thoroughbred Retirement Facility of the opening of their auxiliary farm, Old Friends at Cabin Creek: The Bobby Frankel Division, just outside Saratoga Race Course in Greenfield Center, NY. The 40 acre farm leased by Old Friends owner, Michael Blowen, has already retired three former racehorses, Moonshadow, Gigli and Thunder Rumble since its opening last month.

“Blowen and Hayward both refer to American race horses as athletes – an appropriate term deserving of the horse’s contributions to the sport,” said EWA’s John Holland.

“Racing enthusiasts come to see the horses and it is the horses that bring revenues. They deserve a dignified retirement, not ending up on an elite diner’s plate in Europe,” added EWA’s, Vicki Tobin.

The NYRA zero tolerance policy states, "Any owner or trainer stabled at a New York Racing Association, Inc. (NYRA) track found to have directly or indirectly sold a horse for slaughter will have his or her stalls permanently revoked from all NYRA tracks. NYRA requires its horsemen to conduct due diligence on those buying horses and encourages them to support rescue and adoption efforts and to find humane ways of dealing with horses unable to continue racing.”

The horse slaughter industry contributes less than 3 cents of every $100 of revenue for the horse industry. EWA is encouraged by the NYRA announcement as an indication that the industry, like the overwhelming majority of horse owners, believes that the slaughter of American horses is neither necessary nor acceptable.

Will American Congress and Canadian Parliament Allow Europeans To Consume Tainted Horse Meat?

CHICAGO, (EWA), – European horses sent to slaughter require a passport that chronicles every drug the horse has received since birth.

Canada and the U.S. do not regulate nor track this information in equines and American horse meat is potentially poisoning European consumers. Worse still, the American government is abetting the process. In 2008, 134,059 American horses were sent to Canada and Mexico for slaughter for consumption in the European Union with no regard as to the drugs they had received.

The EU is now insisting that the countries supplying this meat follow guidelines it issued in April, but it is apparently relying on the US and Canada for enforcement of an affidavit system.

For the past eight years, Congress could have ended the slaughter of American horses for human consumption in Europe. Despite strong bipartisan support, production agriculture has been allowed to stop the bills dead in their tracks preventing a vote on the floor of either one house or another.

On August 25, the Equine Welfare Alliance (EWA) and the Canadian Horse Defence Coalition (CHDC) issued a press release questioning the Canadian Food Inspection Agency (CFIA) on how the European Commission (EU) guidelines issued in April would be enforced. The guidelines, issued to “third” countries outlined requirements for equines intended for food production, including a system of identity verification, a prohibition on banned substances and a minimum 6-month withdrawal period for drugs commonly used by American horsemen.

EWA has now learned the EU will accept affidavits from killer buyers and haulers employed by the offshore slaughter industry as proof that animals have passed the quarantine period.

It is inconceivable that the EU is prepared to trust the word of killer buyers and haulers, many with criminal records, to protect the health of European consumers. Currently, there is no mechanism in place to keep these profiteers honest.

The overwhelming majority of North American horses have received toxic wormers, drugs like phenylbutazone (PBZ), the “aspirin” of the horse world and even fertility drugs that can cause miscarriages in women – all banned substances in animals intended for food.

“PBZ is a known carcinogen and can cause aplastic anemia (bone marrow suppression) in humans”, says EWAs Food Safety Subject Matter Expert, Dr. Ann Marini, Ph.D./M.D.

EWA’s Vicki Tobin added, “If these animals were livestock, the USDA would never allow them to enter the food chain in the United States. I don’t understand how our government is allowing Europeans to consume horse meat with banned substances.”

CHDC’s Sinikka Crosland said simply "Drug-free equine meat from these horses is not an attainable goal, and without any enforcement mechanism the proposed system will be totally ineffective.” 

This year, a bill to ban the slaughter of American horses for human consumption has been delayed until March to allow the GAO time to study the impact that the closing of the US plants may have had on horse welfare. The study does not even address the tainted meat Europeans will be allowed to consume. The EWA implores Congress to pass the legislation before it (HR 503 and S 727) and stop the export of our work, sport, therapy and companion equines to slaughter.

BLM Forges Forward With Nevada Calico Complex Roundup

CHICAGO, (EWA) – Wild horse advocates from around the US reacted with dismay and outrage Wednesday as the Bureau of Land Management (BLM) announced that the Calico Complex round-up of over 2,700 wild horses will proceed on December 28 as planned. Despite receiving over 10,000 public comments on the impending round-up, the BLM turned a tin ear to the public outcry and indicated it will sign a “No Impact” decision. A no impact decision means that the public comments sent to the BLM had absolutely no impact on their decision to move forward with the round-up.

This egregious decision further perpetuates the perception that the BLM is managing the wild herds to extinction. John Holland, EWA President said of the decision:

“The BLM is operating in direct opposition to the very law that they are charged with enforcing (the 1971 Wild Free Roaming Horse and Burro Act). This outrageous decision makes a mockery of the whole public comment process.”

The decision comes during a perfect storm of public outrage calling for a moratorium on wild horse and burro round-ups. During the past week, the number of organizations and dignitaries supporting the moratorium has grown to 180. Among the recent dignitaries joining the call were, Bill Maher of HBOs hit series, Real Time with Bill Maher, author of Dances with Wolves, Michael Blake, Genesis Award winner of the movie Blinders, Donny Moss, John Paul DeJoria, CEO & Co-Founder of John Paul Mitchell Systems, Jorja Fox, from the hit series CSI, Neal Schon, Multi Platinum Recording Artist and founding member of the rock band Journey, and comedienne Lily Tomlin.

Actor and Social activist, Mariana Tosca, said today "With no oversight and no independent assessment, the Bureau of Land Management is running roughshod over the rights these horses were guaranteed by the Wild Free-Roaming Horse and Burro Act of 1971, reducing herds without any statutory authority to do so.“ Ms. Tosca and Viggo Mortensen were early proponents for the unified call for a moratorium.

Wednesday also marked the deadline for the public to submit comments for the BLM Advisory Board meeting that will be held on Monday, December 7.

The bureau turned a deaf ear to public comment during their last meeting in Washington D.C., cutting short many prominent wild horse advocates as they attempted to address the board. Many of those trying to comment today online reported they were unable to do so because the BLM mailbox was full and not accepting new email.

“We are encouraging the public to attend the meeting and voice their opinion on the blatant mismanagement our wild herds”, said Vicki Tobin, vice president of the EWA.

The only remaining chance for the Calico Complex horses to remain free is a lawsuit filed on behalf of the Calico Complex herds by In Defense of Animals and EWA advisor Craig Downer. The case is scheduled to be heard on December 16th. The EWA is optimistic that the court will find the BLM in violation of the 1971 Wild Horse and Burro Act as a Colorado court has done previously.

CHICAGO, (EWA) – Acclaimed Actors Mariana Tosca, Christmas in the Clouds, Viggo Mortensen, Lord of the Rings, Appaloosa and Hidalgo and Kevin Nealon, Weeds have added their voice to a growing 150 organizations and dignitaries from America, Canada, the United Kingdom and South Africa asking President Obama and Secretary Salazar to halt the round-ups of America’s wild horses and burros.

The assault on America’s wild horses and burros must be halted until range studies can be performed and a solid plan is established for the management of these magnificent animals that represent our American heritage.

Actor and Social Activist, Mariana Tosca, joined the unified call with the following statement issued to John Holland, President of the Equine Welfare Alliance.

“With virtually no oversight, the BLM’s maneuvers are methodically cleansing the land of these animals who have become an inconvenience and impediment to the goals of the ranching, gas and oil industries.

It is the action of arrogance and the lowest instincts of man to place greed above the rights of others and to shape policy to fit private agendas. Millions of head of cattle are grazing on public ranges - public ranges that were designated for these wild horses and burros on land that belongs to American taxpayers, not to private entities.

These horses are connected to this land; their ancestors roamed unfettered on it over a million years ago. They represent the basic principal that our nation was founded on: FREEDOM. These animals are the physical embodiment of all that we as people and as a nation aspire to… liberty and self-determination. And at some level that resonates with each and every one of us. With every BLM round up that is allowed to happen, our heritage is under siege.”

Viggo Mortensen adds, “Thanks to all who have contacted their government representatives on behalf of mustangs, those unique animals that are living symbols of the nation's heritage and character. Your efforts have paid off, prompting Congress to strengthen the protections afforded to wild horses and burros in the United States of America [with the passage of HR 1018].

Mariana Tosca continues, “We have to stop eroding the law that ensures their protection, simply to cater to and placate private entities. America faces a very real risk that the wild horse will go the way of the buffalo, wiped out by a zealous hunt to make room for commercial interests.          

Since the BLM is a government agency, with perceived mismanagement and conflict of interest issues, the public has a right to call for an independent audit of the horses in BLM managed short and long term holding facilities, as well as an independent count of the horses remaining on the ranges. The management of our remaining wild horses should be moved to another agency.”

A lawsuit was filed by IDA (In Defense of Animals) on November 23 aimed at halting the removal of over 2,700 horses in the Nevada Calico Complex which is scheduled to start on December 1.
